COW Program Case Statement
Although most Americans recognize, appreciate and benefit from our open society and the free-enterprise system, there are many among our citizenry who have not profited from the vast opportunities in our country. Various reasons exist for this state of affairs, paramount among them being poor educational preparation, a pervasive sense of hopelessness and despair that leads to desperate and self-destructive behavior, and in some cases, deliberate acts of exclusion and repression by the power elite.
The population group least likely to participate fully in the American Dream is minority male teenagers. In recent history, inner-city youths, particularly minorities, are less likely to succeed economically and contribute their full worth to society because they are often not sufficiently educated and/or motivated to thrive in our increasingly competitive environments.
